[thelist] Roping clients

To me, this is sort of an odd question to be asking, considering many of
you are technically my competition, but I would like some insight from
others in the field.
How does one go about getting clients?
I know many come from seeing work that has been done in the past. They
get your number and call you up. However, that only covers a portion of
the people looking for a Web site. Is there some place that potential
clients can go to and say "Hey, I need a site for my business, and I'm
accepting bids"? Or, if not, how does one go about drumming up business
without the benefit of having a score of sites behind them? (and I know
doing free sites/low cost work helps, but how does one find even those
that want this work done?)
I hope this question isn't too taboo.... it would be a great help for
those of us trying to make it on our own in the field.
