I would try nesting the two tables within a bigger table like so:
<table> <!-- main table -->
<tr>
<td>
<table> <!-- left table -->
...
</table>
</td>
<td>
<table> <!-- right table -->
...
</table>
</td>
</tr>
</table>
Of course, there are guidelines for nesting tables. I think the standing
rule of thumb is not to go beyond three nested tables, but I will
confess to bending that a little.
