It's typically done with javascript to dynamically change a CSS style on
some event like mouseOver.
Without using javascript, the best I can think of is to set a different link
background color and text for the hover and active states. Here's an
example:
.foo a:link {
background : #ffffff;
color : #996633;
text-decoration : underline;
}
.foo a:visited {
background : #ffffff;
color : #996633;
text-decoration : underline;
}
.foo a:hover {
background : #7086C2;
color : #FFFFFF;
text-decoration : none;
}
.foo a:active {
background : #7086C2;
color : #FFFFFF;
text-decoration : none;
}
