If all of these were valid matches, you still wouldn't need a regular
expression (and you wouldn't need it in PHP either).
Just force them to uppercase (or lowercase) and compare them.
VB:
If UCase(str) = "CATS" Then
...
End If
PHP:
if (strtoupper($str)=="CATS") {
...
}
