Everything from poor data quality in tables maintained by the Marketing department, (Now that's a shocker, eh?), to the daily generation of thousands of static files that may or not be accessed by the client before being destroyed and overwritten the following day.
In short, an "inherited" design.
This time I can blame my European counterparts for foisting the design on me ... but I'd at least like to clean up their HTML.
I can use the JS and validate 'strict', or use the 'target' and validate 'transitional' ... but either way I gotta keep them new windows.

since target is not valid in strict, your only option is to use javascript
