It has a lot to do with peoples ability (or inclincation :-) to upgrade.
Most users faced with a 10-30Mb download over a 56k or slower link to
upgrade to the latest browser simply wont bother.
It's the same reason Netscape failed. When users had a functional web
browser already built-in to the new machine they bought, why would they
spend that time and expense to download a different one?
