Who says you can't have a table-less site work in Netscape 4? I hear all
the time how horrible NS 4 is and that it can't handle "standards compliant
code". I find Internet Explorer more of a bane than NS 4, because hiding
code from NS 4 is much easier than hiding it from IE. I'm not saying that
you can expect to get a silk purse out of a sow's ear of a browser like NS
4, either.
Table-less layouts tested as low as NS 4.07 (which have no styling at all
in NS 3 or lower):

I'd also like to point out that HTML 2, 3, and 4 are still standards. They
just aren't the most recent "standard".
