Hey...
As a kind of aside from the original topic.. We're looking at
creating/putting together ideas for what we consider to be a complete
development application/platform....
As a start it should have a Developer Platform. The only requirements are
that it should be for a Linux Platform and that it accommodate multiple
levels of users.
Sourcecode Repository
Contains Source code for applications
Project Management
Contains project management functions. Ties the teams and software
together, as well as the overall management functions
Group Chat/IM Function
Allows members of the team/developer function to communicate. Maintains
a record of the text sessions
Voice Chat
Allows members of the team/developer function to communicate.
E-Mail/List Management
Develop/communicate via mail lists...
Peer Review
Allow teams the ability to review/critique developers/managers/etc...
On Line Forum Software
Construct Online Forum topics...
Bug/Issue Reporting/Tracking
Keep track of Bugs/Software Issues
Resume/Applicant Tracking
Keep track of developers/skills/etc...
Build Tool
Consistently build the apps as required
Code Search Function
Search through existing code base....
FAQ Creation Application
Create FAQs to assist the development process
Test Application
Aid in performing testing for applications
Web Based Admin Function
Provide admins with a Web based approach to administer the whole
environment.
These are the topics we've developed. Feel free to add your own, as well as
any apps that you believe would fit the category....

Does it have to be ASP-based? Or do you just want to be able to run it
on Windows?
I've run these two with good success:

http://mantisbt.sourceforge.net/ -- Also integrates (sort of) with
phpCollab
And came across these doing a Google (not used them):

Personally, we use phpCollab (http://www.phpcollab.com) for project
management, and also for issue tracking. By itself, it's not suited to
actual bug tracking/development management, but Mantis is good for that.
