What is "it" here? You don't make that clear.

Referring to the Linux kernel only, that he himself wrote and later
others helped maintain? No.
Referring to the GNU/Linux operating system, of which the Linux kernel
is only a small (and in theory, quite replaceable) part? Definitely.
The Linux kernel *is* useless without an operating system for it to boot
into. That operating system could, in theory, be something besides GNU
(perhaps, say, a BSD-derived system), but in practice it hasn't been
done to my knowledge.
