Thanks for this. Yes, the client wants to be able to search and read emails
in Outlook, presumably.
I suppose they could just open the files in Outlook, move to a new folder,
then save off the pst files. I'm not sure how to archive pst files and be
able to access them again. I know there is a 'wrong' way to do it so I'm
afraid to play with this.

Horde is, IIRC, a web based IMAP client, so this sounds like a job
for some form of off-line IMAP proxy, or HTTPS fetch of whatever
format the IMAP server stores the mail in (probably standard UNIX
Maildir format so you'd want to make tarballs / zip archives from it
first).
It really depends what the end objective is. Presumably your client
wants to do something with the mail once they have a local copy.
