Your phrasing is confusing -- don't know if you intended the double-
negative, BUT just for the record...
WordPress is most definitely multi-lingual.

Plugins are frequently multilingual as well, though of course that's
limited to how many multilingual people a single developer can get
to make .mo files for his plugin. :)
