It sure sounds like the running version of Apache is /not/ the one
you installed.
Have you tried starting yours with the full path, e.g.
> sudo /usr/local/apache2/bin/apachectl start
You should also be able to figure this out by seeing which one has
an 'httpd.pid' file in its logs directory.
