Hi Meshack,
Perhaps not the answer you're looking for but Drupal handles
multi-language sites very well via modules like locale and localizer.
Here are two sites that use Drupal and have a language switch between
Maori and English:

http://www.teara.govt.nz/
Te Ara manages almost 30,000 pages of bi-lingual content. The language
switch on both sites also includes navigation and application help text,
so the possibilities for full translation are pretty high.
I know the Drupal learning curve is steep, but if you're wanting to "do
things right" you really do need a system which is built to handle this
from the get-go, otherwise you could build yourself into a maintenance
nightmare pretty fast.
