Zoinks. That sucks! Is there any equivalent to "certified mail?" - <http://www.gid.usps.gov/district/html/special/mailservice.html#CERTMAIL> where you literally have a reciept for the documents? For anything official here in the states I use certified mail. That way, you have a reciept saying you sent it, at least.
