I'll still wager that he was using a camera which can commonly be used by
journalists too, such is the quality and size of modern Hi8 and DV gear.

Did you ask him this? Did he refuse to produce any legal documents given to
him by the authorities? Did you get a name from him? You sound like you
are speaking authoritatively about this guy, his background and his
situation from what appears to have been a very brief encounter.
