Yes.

http://www.jabber.org/network/  has a list of public Jabber servers,
some of which have IRC gateways.

To add access to a jabber irc gateway which is on a different server
to the one you're normally logged into, you need to directly add a
gateway by address.  Its address will be irc.jabberservername.tld

I can't, however, speak to whether using it will be a nice experience.
