Hello,

There are a few software products that specialize in converting image file
formats and at least one of them should handle your conversion. One's called
Hi-Jaak, and it's available for trial download/purchase at
http://www.imsisoft.com/hijaak/hijaakexp.html.  Another good one is Image
Alchemy, available at http://www.handmadesw.com/Products/Image_Alchemy.htm, or
you can try it online at http://www.handmadesw.com/Online_Demo/index.html.

Try renaimg those .c4 files to .cal if they won't convert 'as-is'.

Now, here's the poop on that (those?) file format(s)

Ok, this .c4 thing is a little tricky when it comes to pinning down an exact
format.  .c4 is called the 'JEDMICS', or Joint Engineering Data Management
Information and Control System format, and it may or may not be compatible with
.cal images, which are called 'CALS' or Computer Aided Acquisition and Logistics
Support Raster Format.  Anyhoo, the JEDMICS website is at
http://jrts.jedmics.navy.mil/ and you can't get in unless you're one of those
military types.  Both are projects of the military, and both are vector format
images, which means they use coordinates, lines, and angles to render image data
instead of pixels, like .bmp, .gif, .jpg and other more common formats.  The
benefits of this include small file size and less quality loss when you expand
the image size.

CALS files are used for document imaging and therefore only store
black-and-white, 1-bit image data. CALS Type I files only store a single
