If you set "keep mail on server" and remove that one message, then your 
entire spool will be downloaded again. Otherwise only unseen messages will 
get "pop'ed" over.

If you do not use the "keep mail on server" flag, then the message is an 
annoyance when using those POP clients that do not know how to deal with it.
