Weighing in with my 2 cents worth;
What i take from the article is
1) by taking this measure it would attempt to stop the hate, malicious activity and the like.
2) it would allow the regulatory body to take action if a complaint happened to be lodged.
ain't gunna happen. the same way drivers licensing doesn't stop non licensed drivers from driving and gun licensing doesn't stop crimes with guns.
ALSO;
As far as i know, there isn't one(1) isp agreement or webhost contract that i've ever read that doesn't specifically state that they will co-operate with any and all law enforcement bodies without a warrant if cause was shown that any message or activity originates from their servers.
and just one more point, their isn't one person cruising the net that hasn't had to register themselves or their parents haven't had to register themselves to get the dial-up and everything is pretty much trackable back to your dial-up for other non static connection.
If any point here is way off base, then excuse me, but the web has done a good job self regulating itself so far and we haven't yet had cause to justify anything further.
