[thelist] Layering within Netscape

If anyone could help me please  I have (I hope) a relatively simple problem.....

I am trying to get a pulldown menu to work in Netscape.  I am using Netscape
Communicator 4.6.  Below are two URLs:

     1.  http://www.census.gov/acs/test/test1.htm
     2.  http://www.census.gov/acs/test/test2.htm

The only difference between the two URLs is I have "surrounded" the main table
with another table in test2.htm.  Yet the pulldown menu will no longer work in
test2.htm.

If I take the <LAYER> tag and move it outside the TABLE tab (just below the BODY
tag) as in http://www.census.gov/acs/test/test3.htm, everything works fine.

Any ideas as to what is going on?  Any help would be great!
