Not dumb....very 'not' dumb.

If you can't setup a separate telnet and user ID (which it sounds like you can't).
You could setup a CGI upload script that allows the person to upload files via HTTP.
A quick one would be limited, but could be effective if they only want to upload HTML
and images. A more far reaching one would allow them (in targeted directories) to
add/remove directories, delete files, add CGI scripts (even chmoding them correctly).
