Try SLmail from Seattle Labs. Pretty cheap the last time I checked.
And they have an add-on product called Emurl for providing web-based
email.
I started with this product when it first came out and there were
very few options for SMTP mail servers on NT. I was very pleased
with it. I left that job 2.5 years ago, switched to Linux, and
haven't looked at it since, but I it's still available and I'm sure
it's improved in that time.
