Perhaps I wasn't clear in my post, the Save dialog is exactly what I want!

I want the Save dialog to pop up when the person left-clicks on the link 
(like any normal link to a binary file, like .zip).

With .doc and .xls and .pdf you have to right-click and select "save target 
as".
