No, WebObjects is extremely powerful, much more so than CF or ASP.  Simply
put, WO is a server side executable, created by combining pre-built
application framework objects with custom code (usually Java).  The user
interface to WO is typically dynamically generated HTML.  Granted, both CF
& ASP do this, but are not as flexible or as cross platform as WO.

Programming with WO is not so much about creating websites, more about
creating applications, usually with database access, that happen to have
web interfaces.

I attended Programming WebObjects I with Blacksmith
(http://www.blacksmith.com) a while back in preparation for a registration
application project I was working on.  Do NOT try to learn WO without a
strong Object Oriented background or equivalent familiarity.  In my
opinion, WO is about 20% GUI & 80% hand-coding (usually Java).
