I'm not sure what ebay is actually running, but if you are looking for
auction software / scripts, I know of two solutions:
a) You spend big bucks on OpenSite Auction, see http://www.opensite.com/
for details.
or
b) You start with EveryAuction. That's a popular Perl script from
http://www.everysoft.com/ which you can download for free. But you might
have to pay something for it depending on what you do or who you are
(eg. reseller...).

If you do know Perl and have more time than money than you can build
quite an impressive auction using the EveryAuction script. However, if
you consider serving as many clients as eBay does, a simple Perl script
might be the wrong solution.
