does the client want the ability to distribute the file?  perhaps have one file
that they can send out easily, and that maybe can't be 'hacked' (i'm thinking
like a client)?  are they afraid of having 50+ files (or 100+ quite easily) to
have to manage?

John's right, it may not be the best choice, but if you know *why* they want it
that way, perhaps you can offer a more informed perspective... offering a client
a better solution is always nice, especially when it shows you understand their
needs better than they do...
