[thelist] help required on line booking form

Dear all,
           I need help for an online booking form at
http://www.civil.nus.edu.sg/ER_Lab/form2a.htm   .
           It will email the results of to a certain address.
           I've been using a mailto: action.. but have been receiving
complaints that it isn't working for everyone. 
           This page is on an NT server and I am wondering if there might be
a way to do this in ASP.  
          
            Can anyone advise me what is the correct way to do a form...coz
i am quite new to the web :)
