good effort...

i finally figured it out...

it was a combination of a few things:
- i was reading a WROX book for IIS5 (and the damn articles i found on-line
contradicted each other)...
- the documentation MS provides generally sucks...
- my install of index server on my primary development machine was bad...
- it does *not* play well with virtual sites, virtual directories, and my
particular server...
