	I can't say why Netscape 4.7 won't work; I'm running 4.08, and it
works fine. You do, however, have some unnecessary stuff in your frameset
document: none of the target attributes in your <frame>, <frameset>, and
<base> tags will have any effect. Target works with href, not src. Granted,
this may have been an effort to whack 4.7 into compliance. If not, try
eliminating them just to make sure that they aren't in some way the cause of
the odd behavior.
