Here's one - 

A publicly accessible machine at a strapped for cash public library that
lacks the know-how or the money (for paying someone with the know how) to
upgrade.

Not everyone owns the machine they use.

Lots of public/non profit institutions use donated (read sub standard)
hardware.  They may not have the wherewithal to run the latest and greatest.
