The Gimp

Gimp is a graphics editor used in the X-Windows environment ( ie, Linux ).
 I believe ( very possibly I'm wrong ) that there is currently a Win32
port that is under development.

If you want a low-cost Win32 program, there is always PaintShop Pro - it
supposedly can handle Photoshop filters, Paint filters, etc.  There is
also Fireworks, which is a bit more expensive than PaintShop Pro, but is
still reasonably priced.   ( As opposed to Photoshop )

No idea as far as the Mac platform goes.
