You know, the best way to get experience at web design is to give away your
services!  There are a zillion and five people, companies and what have you
out there that would be willing to let a less experienced person build them
a web presence.  A no cost risk for them and some real world experience for
the newbie.  And if you are "out of work" anyhow,  why not be doing
something productive in that free time?

Works the same in about any profession I can think of.  But the key is to
build a site for someone other than yourself.  Personal sites really don't
count as "professional" experience, no matter how stunning they could be.

As the Webmaster of a large organization, I cant afford to hire someone and
train them from the ground up because my people need to hit the ground
running at a steady pace.  But I do a lot of side work, sometimes for free
and simetime for some pocket change, and I try to involve some great people
I know who need some experience.  I will plan out a site, do some of the
funky stuff, and let them bang away at the more repetitive tasks.  A great
way to help someone get good experience while not throwing them into a fire.
