i can't suggest a solution without more detailed information on how these other
sites are entering info. are they using a script, or are they doing it manually?

whatever you come up with to solve the problem, try automatically disallowing
the cheating entrants, but *don't tell them*. if you do, you can bet they'll
just find a way around your solution. if, however, they have no idea that their
entries are being automatically excluded, then they'll continue on with their
lame methods and have no idea that you're ignoring them completely.
