[thelist] bulletin board writes graphics on the fly

I have a client that is interested in creating a bulletin board like that 
found at:

http://162.42.235.34/interactive/corkboard_new/corkboard.html

They are specifically interested in creating a board that will write to a 
graphic file like the above example.

Have searched the web, cgi script archives, etc to no avail.

Any ideas would be appreciated.
