Does this mean you must make all pages "Triple A," i.e. comply with 
priority levels 1, 2 AND 3?

I don't know what the "best" unit is... and would like to hear what 
people have to say...

But have you thought about the possibility of building a fluid site 
and not specifying any fonts except perhaps on headers?

Are your pages supposed to look the "same" as the were before yet be 
fully compliant with the guidelines? (depending on how the original 
pages were designed, this may not be possible...)

Also, my understanding is that table layout is okay (considering 
browser support for positioning) as long as the table "linearizes" 
well.

I like to check my sites on lynxviewer to get an idea of what they 
look like as text only.
