My understanding is that the late John Postel recommend to NSI to just open up the
net and org to all comers. Considering the amount of money that NSI is collecting,
then could have come up with a better solution - like sending a registered letter
that could be used against the 'liars' if there was a challenge.
The enforcement is pretty tough as it is - would you *really* want NSI responsible
for verifying requests for net and org?? They are bad enough at their current
responsibilities. ;-)
