[thelist] TABLES AND MENUS AND FRAMES...OH MY!!

I'm making an electronic version of a manual. There will be lots of links
to the various levels within the manual and to the different subject areas
within each level. My question: What is the best, cross-browser technique
to use?
I hate, loathe and despise frames. And some of my users are on older
systems and older browsers which may not allow frames anyway, but I'd be
willing to use them if I had to. I'm wondering, though, if setting up a
tempalte with a table of links to the left of the page would work? (The
idea would be to mimic the function of frames in a more user-friendly way).
Or is there a better way to do this with a menu that shows on each page?
Thanks in advance for your private replies!
Paul
