i know you said private replies, but i suspect you aren't the only 
one who has butted heads with this...

my first question, why not PDF?

my next question(s), why even consider frames?  are you thinking 
of offering them because they are easier for the user or the 
developer?  if for the developer, what about SSI for nav?  if for the 
user, well, deep navigation can suck, but you aren't restricted to a 
little nav bar on the side of each page...
