Informal relationships and work relationships are always the best.  "Its who
you know...."  You can look for user groups and other similar groups to
mingle in.  I find that conferences are rarely of any use to a freelancer
when it comes to networking, but that may just be my personal experience.

Another option is to hook up with an agency for a while.  Someone like
Aquent could get a few short gigs for you, and chances are you may meet some
people along the way.  Of course, those agencies wont let you freelance
directly with those companies for about 6 months, but you could very well
meet some people at the company with outside projects.
