I've been working with one of these companies. My client is going through a
lot of, uh, turmoil, like many other dotcoms, and has turned to a firm in
India to provide some Oracle database work, along with web pages to be
created based on a template I designed.

My experience so far is that this particular team in India is not all that
different from a web team you might encounter here. They do have knowledge
gaps which they work hard to fill in, they occasionally miss deadlines, and
they can get the job done in some form for a price a step lower than a web
design firm in Nebraska (random example) might charge.
