when the page grows/shrinks to fit the user's window size...

for example:
http://herdaboutbuffalo.com/sponsor/index.html

the header (the red bar and the black bar) and the footer (the grey 
bar) are liquid...

the content and the navigation in the black bar are not...

(don't blame me for the site weirdness, i implemented it, and some 
other guy is maintaining it, so the code and layout are getting more 
wonky every day)
