If they're newbies, then it's unlikely that they'll know whether they're running
in 640x480 or not. They'll guess and could end up with an unfavourable browsing
experience.

I'd play it safe and do 600px (liquid or ice).

Developing different versions can be a waste of time - spend more time making
one great version of the site for everyone instead of worrying about building
two average sites.
