While the display of the dots is intended as a visual cue to users
where the focus is located, the bigger issue with removing focus from a
button or link (often a hyperlinked image) is that you can destroy
usability, and make for some strange behavior in your pages. If you're using
a keyboard to navigate through a page and tab to a control, giving it focus,
only to have a function blur the control, you can see this will create some
usability problems.
