it is possible to use javascript to control a flash movie, the install CD
provides some examples. that would mean writing a script for each page to
tell the movie where to go. I don't know if that works well cross browser
and cross platform though.

it might be easier to create a series of 2 frame flash movies, with no
graphics, but with the same overall size as the menu movie. the 2 frame
movie would have an action that loaded the menu movie on the first frame
then an action that told the menu to go to what ever frame it was supposed
to be on for that page.

or 

you could make a whole pile of flash movies for all the pages that required
different menus
