4 reasons depending on coders ::
reason 1 :: HTML-KIT [ http://www.chami.com ] is free and rules.
reason 2 :: vi/emacs are free and rule.
reason 3 :: Homesite comes bundled with dreamweaver and rules.
reason 4 :: Cold-Fusion Studio isn't free but i heard CF coders sayin' it 
rules too.
[ reasons 5,6,7 :: mac coders use BBEdit and it may rule ' but i don't know 
'bout the price ) | notepad rules but no color syntaxin' | some others n*x 
toolz rule too ]

I think the major reason is that once you're adapted to a 'ruling' tool, 
you don't see why you should loose time [ and money exept for reason 4 ] to 
adapt you coding habits to a new tool [ that may not rule ].

I once used HotDog some years ago, and i found it sucked. Then i used 
homesite for several years and it did ruled.
