i use adobe photoshop (which is pretty much top of the foodchain,
imho) and imageready (imageready is a component of photoshop 5.5). i
create my designs in photoshop, then take them into imageready to
web-ify them. i've never used paint shop pro, so i can't tell you
how similar/different the two programs are. keep in mind that
photoshop/imageready tends to be a bit of resource hog, so be sure
you've got plenty of memory allocated to them.
another choice for web graphics software would be macromedia
fireworks, though i'm not too familiar with it. photoshop/imageready
works fine for me.
