I couldn't agree more. In terms of pure HTML (and Javascript to a lesser
degree), HotDog does rule. I used it for years. At my new job I'm on a Mac
so now I use BBEdit. HotDog 6 also now has support for Javascript and ASP.
It definitely has it's bugs but most of them can be worked around. I
especially like it because it's extremely customizable.

Personally, I've always found their forum very helpful both in terms of tech
support and html/javascript support.
