well, you were told you had 10 hours of credit... so you have that...

except the artist said it would take 11-12 hours, so if you didn't tell 
him to stop at 10, you would pay for 1-2 hours...

and then he went and did 20 hours of work, without your 
authorization... he didn't tell you he was going over... and he 
quoted 11-12 hours...

so everything above 12 hours they suck up, and since you didn't 
tell them to stop at 10 hours on a quote of 11-12, you pay for 2 
hours...

they should give you all work up until now, since the project has 
been halted... if they choose not to, there isn't much you can do 
except demand the 12 hours worth of work...

in short, you don't pay for their inability to quote a project...
