Not sure if it'll work with 8.1, but try this:  Copy your host file into
your System folder. Then open up your TCP/IP control panel and select
Edit:UserMode‹select Advanced. Now the control panel should reveal a "Select
hosts file" button in the top right corner - click it and locate your hosts
file. Close your TCP/IP control panel (making sure to save the new
configuration) and restart. In theory this should do the trick. Good luck!
