think what you might be referring to is access for disabled users and if so,
there was an article on the front page of computer weekly (29 june 2000)
which said that disabled groups (probably most likely are thoe with visual
impairments) were demanding that web-sites are as accessible to them as
anyone else, possible legalaction may be taken for failure to comply.

at the end of the article it cited the WC3 url for information regarding
this which is http://www.w3.org/WAI/ outlining the Web Accessibility
Initiative.

hope this helps, think it may also have major repurcussions on the way web
design projects are approached.
